With nearly 20 years procurement experience in the private and public sector, rail and London Underground, Jo has a successful and proven record of success in the implementation and strategic delivery of procurement projects.
Jo is currently responsible for strategic development and implementation of national procurement strategies as well as having functional procurement responsibility for IP including governance, competencies and tool sets. Jo is also responsible for processes that support increasing and monitoring supplier engagement and performance.
Jo is Network Rail Infrastructure Projects Professional Head of Procurement having worked in a number of locations, asset teams and role levels during her career with Network Rail. She has established a forum of procurement leads who represent the Regions, National and Major Projects and Programmes leading on a number of work streams and initiatives (succession planning, competences, professional development, systems, supplier engagement, intelligence) and represents Network Rail at the DfT Heads of Procurement Board meeting.
Sharing her passion for Procurement, expertise and experience has raised awareness both internally and throughout the Supply Chain and resulted in the delivery of the Sustainable Procurement Charter and delivery of key procurement legislative training while inspiring others in the profession.
Paul responsible for the reporting, strategic management and resolution of all high value, complex claims and variations. Furthermore, he is responsible for setting corporate policy in respect of claims and ensuring compliance through appropriate assurance regimes
Paul is a Chartered Quantity Surveyor with over 30 years’ experience of major construction, rail and infrastructure projects, with particular expertise in M&E and engineering services. He has extensive experience in the procurement and commercial management of rail, civil engineering, and mechanical and electrical projects in the United Kingdom, Europe and South East Asia and has operational experience of various standard and bespoke forms of contract including collaborative alliances
Paul specialises in commercial claims advice and also provides quantum expertise in various dispute resolution procedures, including arbitration, litigation, adjudication and mediation. He has provided expert advice and reports and been appointed as quantum expert witness. He has also supported mediation meetings, and given evidence in adjudication hearings.
Paul is the head of the Transport Sector Group at AG having joined the team in August 2014 from DLA Piper where he was head of the rail and public transport practice.
Paul is rated as one of the country's top transport lawyers with an unrivalled breadth of experience in the sector including: operation and maintenance concessions, procurement of transport infrastructure enhancements, light rail schemes, heavy rail franchising, rolling stock procurement and leasing and advising a range of public sector clients.
Paul is regularly mentioned in legal directories where he is listed as a "leading individual" and described as "outstanding" (Legal 500 2012) and having "excellent industry knowledge" (Legal 500 2013) and "highly intelligent with the people skills to deliver the right result" (Legal 500 2014) and with "massive industry knowledge" (Chambers 2014).
Stephen joined the Nichols Group in 1997 after 17 years with a systems company working on major projects across Government, Finance and games events.
He was recruited by Mike Nichols to bring systems thinking into rail infrastructure projects, including Jubilee Line Extension, West Coast Route Modernisation, St Pancras International and Crossrail.
Stephen has led several strategic reviews, including the ‘black diamond’ review on the West Coast Upgrade Programme, independent assurance of the Sir Peter Hendy re-baseline of Control Period 5 for the Office of Rail and Road, readiness review of Account Switching for Payments Council, independent review of the infrastructure and signalling supply markets for Network Rail and more recently he led the Nichols consultancy team managing the Hansford Review. The Hansford Review was commissioned by the Network Rail board to independently review contestability in the UK rail market and it’s report was published in July 2017. Stephen has presented at several Major Projects Association events on subjects related to systems thinking.
